If I remember correctly, there were simultaneous coincidental technical failures at 2 or 3 power plants and/or substations that triggered a chain reaction which in turn affected the whole Luzon grid. Because of this, the grid was upgraded and modified so this would not happen again. But who knows? Maybe they were just saying this to allay fears of a repeat. But did you hear the “funny” explanation? That a super giant jelly fish was sucked into the water intake of cooling system of a power plant somewhere in northern Luzon? :-)
